  1. Increase department efficiency and effectiveness in the provision of client services through department reorganization and program development based on a valid correction research.
  2. Responsible use of technology (especially information/communication).
  3. Increase technology and staff development as it relates to staff safety.
  4. Increase department awareness of society factors that affect clients daily living through local training with community partnerships.
  5. Continue to foster staff who are highly motivated, competent, and effective in managing clients.
  6. To utilize all practical methods to encourage self-improvement in the conduct and behavior of clients.
  7. Seek out effective partnerships with the private sector in the provision of services not easily or effectively provided in house.
